SixtyGloriousYearsisanexerciseinthecreationoficonography,bothforVictoriaanditsstar,AnnaNeagle(whosubsequentlybecameknownas'RegalNeagle').JustasElizabethIcommissionedartiststocreateflatteringiconicimagesforpublicconsumption,sothisfilmperformsasimilarfunction,forNeagleismorebeautifulthanthereallifeVictoria.Controversialevents(suchasthe'Irishproblem')areomittedandunpleasantaspectsofVictoria'scharacter(herpetulance,arrogance,favouritismand'righttoprivilege')areglossedoverasendearinglittle'whims'.Albertactsasamoderatinginfluencewhenshegoestoofar. Thefilmconnectswithcontemporaryeventsof1938.ThereleaseoftwocelebratoryroyalfilmswasintendedtoboostpublicaffectionforthemonarchyinthewakeofEdwardVIII'sabdication.Anglo-Germanrelationswereanothertouchysubject.Withanotherwaronthehorizon,influentialvoiceswantedappeasement,andthefilmcouldbeseentofitthatagenda.VictoriaherselfwasofmainlyGermandescent,nicknamed'thegrandmotherofEurope',whileAlbertisa'goodGerman',charminglyplayedbyAntonWalbrookasacultured,decentman.
